feat: 添加目录触发的 Actions 工作流

- miniapp-preview.yml: 只在 mini/** 目录变更时触发
- server-deploy.yml: 只在 server/** 目录变更时触发
- 使用 hk 运行器
- 避免不必要的资源浪费
